It has become readily apparent that our past and current approaches in dealing with diverse sociocultural elements continuously fails. We lack an understanding of sociocultural networks within organizations or we simply ignore the formal and informal networks and systems within an area of operation. This inevitably leads to our inability to influence towards our own projected end-state.

A systems analysis approach in an attempt to accomplish goals, and desired end-states requires that all actions or thought through ‘non-action’ have linkage to the overall goal or resolution of nested plans of action. This systems approach should be based upon our understanding of links, nodes, and connecters that make up the multi-faceted/ multidimensional networks. It does not matter whether the intended ‘target’ operates within the weakened state of the host nation’s infrastructure, economic development, security forces, political figures, an insurgent leader or group, etc. By understanding that no one or nothing in a ‘functioning system’ is an isolated actor or action, we can develop an appreciation of how to create functional, reliable systems as well as learn how to safely disrupt them, take them apart, or eliminate them through non-lethal or lethal means. The paradoxical approach to this view is that by understanding a system’s approach, we can link people, projects, and programs of disjointed and dysfunctional systems into a coherent integrated approach to building reliable and sustainable networks. This is the discipline of SOCINT.

SOCINT principles have always been a part of the Commanders Critical Intelligence Requirements. Sociocultural collection and analysis has significantly been lost due to the overwhelming amounts of collection and analysis efforts on High Value Targets. With Major General Flynn’s newly released Fixing Intel: A Blueprint for Making Intelligence Relevant in Afghanistan it is evident that which General Flynn described relates specifically to actively missing the concept of Sociocultural Intelligence.

Today, numerous initiatives have been established in an attempt to support Major General Flynn’s directives.
